Civic issues
Topics getting the most attention in Jurupa Valley public meetings, ranked by how frequently they come up.
Home occupation rules overhaul (ZCA24004)
New rules for home occupations would swap strict caps on employees, customers and vehicles for impact-based standards, allow modest 2-square-foot signs, and add real enforcement teeth. Final adoption is set for August 6 after continued hearings.
Town Center implementation
A major rezoning is coming for Pedley, Rubidoux and Glen Avon town centers — form-based zoning that would allow mixed-use, walkable development and potentially densities up to 25+ units per acre. Officials debated density caps versus design controls; adoption is targeted by year's end under grant deadlines.
Pizza Hub Beer and Wine License
A local restaurant on Limonite Avenue sought permission to serve beer and wine with meals. Alcohol permits at existing eateries are routine but can draw community interest about nearby schools or homes.
Stormwater permit litigation
The council voted 4-0 in closed session to challenge the Santa Ana Regional Water Quality Control Board's stormwater discharge permit in court.
Limonite Avenue asphalt trail dispute
The Limonite trail was approved as concrete but built as asphalt because city staff signed off years ago. Fixing it now could cost over $1 million and lacks a legal 'nexus' to charge this project, so the council tabled the fight for future negotiations.
Temporary Events and Noise Ordinance (ZCA26003)
The city is rewriting its rules for parties, quinceañeras, fundraisers, and rodeos held on private property. Events would be tiered by size (up to 75, 75-250, 250+ people), small events would get fast-tracked or exempted, weekend/holiday noise hours extend to 11 p.m., and unpermitted large events could face fines and shutdowns. Commissioners pushed for clearer penalties and public education so residents actually know the rules.
Paradise Knolls Planning Area 5 development and fire/encampment concerns
The centerpiece phase of Paradise Knolls gets its final map: 221 detached homes, a 4.25-acre linear park along Rancho Jurupa Drive, and a 2.75-acre dog park, all maintained by JARPD. Commissioners flagged Limonite Avenue traffic and RV parking near the river but supported the project.
Community facilities districts for new development
Two new special-tax districts were formed for the Canterra development — one for services and one dedicated to public safety — funded by landowner ballots rather than existing residents.
Local Hazard Mitigation Plan incorporation into General Plan
Incorporating the Local Hazard Mitigation Plan into the general plan could drop the city's share of disaster recovery costs from 6.25% to zero under state law. On a $10 million recovery, that's potentially $625,000 saved.
Citywide truck route network and freight analysis
The city launched a truck and freight traffic study with state grant money and wants residents to fill out an online survey by February 11.
Mobility Element update and truck route ordinance
State law (AB 98) requires the city to establish truck routes by January 1, 2026 because Jurupa Valley is in a warehouse concentration district. The city is refining its proposed routes and wants public input at an open house Monday and via an online survey before adoption this fall.
Renaissance Towns — 85 townhomes at Baldwin and Limonite
The developer of 85 townhomes on the former Albertson's site asked to pause the project because of housing market shifts. It was tabled and will be re-noticed when the applicant is ready to return.
Alcohol sales concentration in Rubidoux
A family ceviche restaurant wanted beer, wine, and spirits with live music at 5667 Mission Blvd; the mayor pro tem appealed the Planning Commission's approval over concerns it would operate like a bar. The council approved it after the owner agreed to drop distilled spirits, close at 11 p.m., and improve the building.
Rooster-Keeping Permit Request
A resident asked the council to consider a permit program allowing one small rooster per residential property, arguing agricultural-zone homes are unaffordable for working families. The council noted the request; no action was taken.
Distilled spirits sales at Jimenez Market
An existing sushi restaurant on Pyrite Street sought a permit to sell beer and wine with meals. It is a routine alcohol-service request for an established business.
