Civic issues
Topics getting the most attention in Jurupa Valley public meetings, ranked by how frequently they come up.
Limonite Avenue asphalt trail dispute
The Limonite trail was approved as concrete but built as asphalt because city staff signed off years ago. Fixing it now could cost over $1 million and lacks a legal 'nexus' to charge this project, so the council tabled the fight for future negotiations.
Director of Public Works appointment
Council members pressed staff on who will sign plans as city engineer after the director transition. The former interim director will keep signing duties for about six months while the new Public Works Director, Dave French, assesses internal assignments.
Pedley Elementary pedestrian safety improvements
Several sidewalk gap closure projects around Mira Loma schools and Pedley Elementary were on the consent calendar, along with a reimbursement agreement with Jurupa Community Services District. The projects aim to close dangerous sidewalk gaps so kids can walk to school safely.
Mission Boulevard bridge replacement
The county-led $59 million Mission Bridge replacement runs through 2029, causing lane closures now; a second $58 million bridge replacement with the city paying $6 million is targeted for 2030. The Soda Street drainage project, funded by county Flood Control, is in design to fix a ponding problem.
Metrolink funding and service levels
Metrolink faces a budget deficit; a fourth scenario would continue current reduced service through early fiscal year 2026-27, with cuts likely falling on Orange County and LA Metro lines. Berkson pledged to protect Jurupa Valley's train service.
Street maintenance and acceptance projects
Repaving on Etiwanda, Van Buren and Mission cut pothole requests to 16% of service calls. Next up: rehab of Van Buren eastbound from Clay to Limonite and Jurupa Road from Galena to Valley Way, both in bad shape.
Bus Shelter Lighting and Canal Street Repairs
Staff is studying lighting for up to 26 city bus shelters (a possible ~$200,000 pilot) and a long-term fix for pothole-plagued Canal Street along the railroad tracks.
28th Street railroad crossing improvements
The city is negotiating an at-grade crossing agreement with Union Pacific to improve the 28th Street crossing. No action yet — it will come back for a vote.
Rubidoux Boulevard & 24th Street traffic signal
The council awarded contracts to build a long-planned traffic signal at Rubidoux and 24th, a safety improvement for a busy intersection.
Granite Hill Safe Routes to School sidewalk project
The council was scheduled to extend Onward Engineering's contract for the Granite Hill Area Safe Routes to School Sidewalk Gap Closure Project through June 30, 2027. The project aims to close sidewalk gaps so students can walk to school safely.
Pacific Avenue pedestrian and bicycle improvements, Phase 2
The council was scheduled to award a roughly $2 million construction contract plus a $237,255 construction management agreement for sidewalk, pedestrian, and bicycle improvements along Pacific Avenue.
SR-60/Pyrite traffic signal and interim stop signs
The new traffic signal at the 60/Pyrite interchange is still months out; the mayor asked staff to fast-track interim stop signs to help drivers stuck on the off-ramp.
Pedley and Harupa Road Intersection Safety
A resident described near-misses at the new signal near the library and school district — the light is nearly impossible to see, cars run the red, and the area floods in storms. Public works is following up.
