Civic issues
Topics getting the most attention in Jurupa Valley public meetings, ranked by how frequently they come up.
Town Center implementation
A major rezoning is coming for Pedley, Rubidoux and Glen Avon town centers — form-based zoning that would allow mixed-use, walkable development and potentially densities up to 25+ units per acre. Officials debated density caps versus design controls; adoption is targeted by year's end under grant deadlines.
Home occupation rules overhaul (ZCA24004)
New rules for home occupations would swap strict caps on employees, customers and vehicles for impact-based standards, allow modest 2-square-foot signs, and add real enforcement teeth. Final adoption is set for August 6 after continued hearings.
Paradise Knolls Planning Area 5 development and fire/encampment concerns
The centerpiece phase of Paradise Knolls gets its final map: 221 detached homes, a 4.25-acre linear park along Rancho Jurupa Drive, and a 2.75-acre dog park, all maintained by JARPD. Commissioners flagged Limonite Avenue traffic and RV parking near the river but supported the project.
Community facilities districts for new development
Two new special-tax districts were formed for the Canterra development — one for services and one dedicated to public safety — funded by landowner ballots rather than existing residents.
Canterra affordable homeownership lottery
Three affordable homes are being built in the Canterra development, with lottery information sessions September 8 and 22 at City Hall, plus a free first-time homebuyer workshop September 12.
Building permit amnesty program
The city is designing a program to let homeowners legalize unpermitted sheds, patios, garage conversions and similar structures without facing code enforcement fines. Council members want flat fees, simple plan templates, and a trial period with slots spread across districts so residents aren't scared off or overcharged by consultants.
221-home subdivision south of Rancho Jurupa Drive
Paradise Jurupa, LLC proposed a tentative tract map for 221 detached single-family homes on roughly 36 acres south of Rancho Jurupa Drive and Beach Street, within the Paradise Knolls Specific Plan. This is a major housing proposal that would bring new residents, traffic, and demand on city services to the area.
Affordable Housing Trust Fund and In-Lieu Fee
Ninety-nine percent of developers pay the $2.50-per-square-foot in-lieu fee instead of building affordable units, and there's $2.5 million sitting in the account with no rules for using it. The council wants staff to formalize a housing trust fund to leverage matching state dollars and consider whether the fee should rise — while rejecting an affordable housing overlay.
Mobile Home Rent Stabilization
A tenant union organizer urged the council to put a mobile home park rent stabilization ordinance on the August agenda, citing high rents, retaliation against organizers, and residents choosing between rent and medicine.
Queen of Hearts Therapeutic Riding Center at 6405 Dana Avenue
A therapeutic riding academy serving the community can continue operating at 6405 Dana Avenue, with its structures and animal areas formally allowed within setbacks.
By-Right Affordable Multifamily Housing Ordinance
New ordinance lets qualifying affordable apartment projects (20% lower-income units) skip public hearings and get staff-level approval on 18 designated sites. State law requires it.
Wineville Marketplace Village development
A 33-acre project with 232 homes and 24,000 square feet of retail at a key city gateway. Big debates: how many lanes on Limonite, equestrian trail design, and affordability. Approved with extra conditions after months of hearings.
