Undergrounding of overhead utility lines along Pacific Avenue

The Seasons at Sagebrush developer can't finish its 48-home project because Edison won't allow a partial undergrounding without crossing the 60 Freeway. The fix: the developer pays the city about $335,000 (plus a 25% contingency) and the city handles the work someday, possibly with a neighboring development chipping in.
