Mobilehome park rent stabilization
The council formally adopted the rent stabilization ordinance and its administrative guidelines, capping annual rent increases for mobilehome park tenants. Residents warned park owners are already slipping in last-minute increases and asked whether the 2 percent cap applies retroactively.
Public Services Grant Awards
The council awarded community service grants to 16 local nonprofits from a $100,000 annual program, but cut three groups that failed to show up twice to answer committee questions. Recipients were asked to invite the council to their events and report back on results.
Potential litigation over proposed Mobilehome Rent Stabilization Ordinance
The council is rewriting the city's never-implemented rent stabilization ordinance to protect mobilehome tenants from excessive space rent increases. The fight is over the annual cap: residents pushed for 0% or 70% of CPI, park owners warned of lawsuits and hardship petitions, and the council landed on 2% (or CPI, whichever is lower) as a starting point it can tighten later.
Council Agenda Order for Regional Board Reports
Council Member Sanchez wants regional board reports moved earlier so residents actually hear them; the council agreed 3-1 to bring a rules change on October 15. Council Member Silva argued residents who care can watch the reports later in the video.
Federal funding and earmarks
Mayor Berkson reported on his Washington, D.C. trip, saying the city is on track to receive more federal earmarks than any Riverside County city this year — funding targeted at a new fire station, homelessness response, and backup power for PSPS outages.
Community Service Grant funding for FY 2026-27
The city has $100,000 to hand out to local nonprofits this year — $5,000 each. The committee heard from 21 applicants and recommended 15 for funding; four groups were dropped after no one showed up to answer questions. The City Council makes the final call October 1.
Termination of Rubidoux Gateway Villas ARPA Loan
The city terminated its $990,000 ARPA loan agreement with the affordable housing developer after learning the funds wouldn't close the project's much larger financing gap — and will decide later how to spend the money.
Council Member Salary Increase
Employees get a 3% raise and a richer cafeteria allowance; a divided council also directed staff to bring back an ordinance on raising council member pay from $600/month toward the $1,900 statutory cap — which wouldn't affect current members.
Delinquent trash bills on the tax roll
About 1,230 customers who didn't pay 2025 trash bills could see liens on their properties. The hearing was continued to July 16 to give people more time to pay, and hardship arrangements with Burrtec are available.
Citywide landscape and lighting assessments
The annual landscape and lighting maintenance assessments for dozens of zones citywide were locked in for fiscal year 2026-27, funding upkeep of medians, landscaping, and streetlights.
City Hall renovation project
The council approved another $34,400 for design work covering both fixing the current building and designing a possible new city hall — but Carmona's no vote signals debate ahead over whether to actually build new.
Potential New City Revenue Measures
A revenue study due late summer will lay out options — including a possible warehouse or vacant commercial building tax — for the council to consider, potentially for the November 2028 ballot.
FY 2026-27 City Budget Adoption
The city's proposed budget totals about $160 million citywide, including $75.3 million in construction projects and a $69.8 million general fund. Big drivers: sheriff contract costs up $2.9 million, animal control up over $300,000, and a plan to rethink the $10 million-plus catastrophic reserve so the city could qualify for FEMA reimbursement.
November 2026 municipal election called
The council officially called the election for council seats in Districts 1, 3, and 5, set for November 3, 2026.
