Co-owner of Jurupa Hills golf course asked that the course be excluded from the overlay, saying it has no equestrian compatibility and no plans to redevelop.

Called the 4,374-acre one-shot expansion 'insane,' questioned including areas with no equestrian uses, and said 15 horses per acre borders on animal cruelty; suggested refining piece by piece.

A resident since 1997 who raises horses, cows, and pigs urged adoption as proposed, saying animal cruelty depends on the caretaker not the acreage, and pushed back against developer-oriented concerns.

A 40-year resident with two horses called the update long overdue, comprehensive, and fair, and urged the commission to pass it, saying common sense addresses the density concerns.
